Amendment and new validity period for One-Time Certificates - Exceptional mitigation process

Further to Announcement L26003, LuxCSD1 informs clients of an exceptional, one-off mitigation process designated to facilitate the transition to the newly introduced five-year validity framework for One-Time Certificates (OTCs).

To protect clients from potential adverse tax consequences, LuxCSD is offering a one-off, five-month extension for OTCs (as well as comparable account-level certificates for relief-at-source tax treatment) due to expire during the transition period.

Background

As previously announced, LuxCSD recently introduced new validity restrictions on OTCs and equivalent account-level certificates. Under these rules, expiring certificates were scheduled to lose their validity as follows (based on the publication date of 30 January 2026):

  • Own Assets Accounts: six months after publication (that is, expiring 31 July 2026).
  • Third Party Accounts: nine months after publication (that is, expiring 31 October 2026).

Exceptional mitigation process (one-off extension)

Recognising the tight operational timelines and to protect our clients from unintended tax consequences, LuxCSD is introducing, one-off extension of the validity period.

Impact on clients and action required

If fully updated and renewed OTCs are not submitted to LuxCSD by the new extended deadlines (31 December 2026 or 31 March 2027, respectively), the current OTCs will be formally revoked. This will immediately result in the application of standard, maximum tax withholding on the affected accounts and, where applicable, settlement restriction.
